Most Wanted

Mission 3 of 11

Rescue Russell Adler from a CIA black site — a semi-open city with multiple approaches.
Setting: Capitol Station, Washington D.C. · 2 February 1991

Read this before you start

This mission has two challenges, and one of them cannot be finished in a single run: Retina Ready asks you to get the Senator’s retinal scan by all three routes, which means three playthroughs. If you care about it, decide now which route you are taking first rather than finding out afterwards.

The route, objective by objective

1. Get briefed by Sev

You go in through the front door: a political fundraiser at Capitol Station, with a CIA black site underneath it and Adler inside. Find Sev at her table for the briefing and the mission opens up from there.

2. Secure an audience with the Senator

What you actually need is a photograph of the Senator’s eyes — the retinal scan is the key to the door downstairs. There are three separate ways to get it, and the mission lets you pick. They are laid out below.

3. Rescue Adler and escape the black site

With the scan in hand you head for the mechanical room on the rooftops, meet the team and rappel down to the black site entrance. Inside it is a mix of sneaking and fighting: at one point you drive an RC car through the vents to reach a power box and blow it. After that the way out is loud — heavily armoured enemies between you and the motorcycles you leave on with Adler and Marshall.

The three ways to get the scan

Any one of them finishes the mission. All three are what Retina Ready wants.

Covert Affair — the aide

Pickpocket the blackmail tape from the accomplice, use it on the aide, and you get your photograph of the Senator. The shortest of the three.

Highest Bidder — the auction

Hack the auction computer — the code is always MCKENNA, fixed every playthrough — then take the diskette out of the antique clock and hand it to Armato. The clock itself has its own keypad code, and that one is randomised per playthrough, so do not expect to reuse a number you saw online. He gets you to the Senator at the Constitution Pub, where you take the photo.

Mystery Man — the coat check

Search McKenna’s coat at the coat check for a note, use it to work out who Grisham is, lift his pager, and meet McKenna at the diner. This one ends in a fight before you get the photograph, so it is the least quiet of the three.

The two challenges

  • Retina Ready — get the scan all three ways. Needs three runs; it rewards a finishing move.
  • Phantom Presence — sneak through the black site intel centre without being detected. The useful part: the stealth requirement is bounded to that intel centre section, not the whole mission, and you are allowed to take people out on the way — you just cannot be seen doing it. It rewards its own Phantom Presence calling card.

What finishing it gives you

  • Breaking News — for completing the mission on any difficulty.
  • Hook, Line, and Sinker finishing move — from the Retina Ready challenge.

Still to verify

Cross-checked on 5 September 2026 against Game8’s Dark Ops challenge page and the Steam Community 100% guide — which agree the MCKENNA code never changes (unlike the antique clock’s own keypad code, which is randomised), that Phantom Presence is bounded to the black site intel centre rather than the whole mission, and that it rewards a calling card named after itself. What is still unverified is the exact objective text the game shows — and that is the only thing reading cannot settle regardless — nobody here has played it.
